Many investors celebrate when the commercial registration is issued, then discover they still can't open the shop or the office. The reason is usually the municipality license. The CR makes your company legally exist, but for most activities with a physical location, the municipality license is what lets you actually open the doors. Here is who needs it and how to get it.

What is the municipality license?

It is the license issued by the municipality for the place where you run your activity, such as a shop, office, warehouse, restaurant or workshop. It confirms that the location suits the activity and meets the safety and planning requirements. Applications are made online through the Balady platform.

Who needs it?

Almost every activity that has premises open to the public or used for business, especially retail, food, workshops and warehouses. Some purely online or office-based activities have different requirements depending on the activity and the city, so check your case before you rent a location.

Requirements

  • A valid commercial registration that includes the activity.

  • Premises with a valid building permit, whose permitted use matches your activity.

  • A lease contract documented on the Ejar platform if the premises are rented.

  • A civil defense safety certificate for the premises.

  • A shop sign that meets the municipality's specifications, if you have one.

  • Health certificates for workers in food and health-related activities.

Steps on the Balady platform

1. Log in

You log in to Balady with your Nafath account and add the establishment using its CR.

2. Submit the application

You choose the activity, add the location and upload the documents: the lease, the safety certificate and photos of the premises and the sign.

3. Pay the fees

The fees depend on the activity, the size and location of the premises and the size of the sign.

4. Inspection and issuance

Some activities need an inspection visit before the license is issued. Once approved, the license is issued electronically.

  • Renting premises before checking that the building permit allows your activity.

  • Signing a lease without documenting it on Ejar.

  • Putting up a sign that doesn't match the specifications.

  • Forgetting to renew before expiry, which can lead to fines or closure.
